Proposition 2: Yes Proposition 45: NO - The measure would be a disaster for health insurance in the state. It would require the commissioner to approve all individual and small group plans, even though these are and would continue to be reviewed by the state Department of Managed Health Care. It also would give him power over plans in the state exchange (Obamacare), even though the Covered California Commission sets the parameters and negotiates rates on these plans. The chaos in the market would exceed anything we have ever seen, and that’s not counting the potential for lawsuits that could retroactively change rates and conditions Proposition 46: NO - raises the cap on pain and suffering damages in medical negligence suits from the current $250,000 to $1.1million, to be adjusted for inflation. It also permits lawyers to take a higher percentage of these awards than is presently allowed. Proposition 47: NO - …will flood the courts with resentencing hearings and turn large numbers of bad guys out on the streets. Anyone who thinks the prisons are full of low level, non-dangerous folks is kidding himself. In many cases, these will be serious criminals who entered into a plea bargain with a lesser charge that was still a felony. And now this would let them out immediately Proposition 48: NO - … If this compact is approved, you have a model of permitting Indian tribes to buy land anywhere and put up casinos that would be illegal if any other party were doing it.
